When the events of September 11, 2001, took place, the GTAC staff turned its focus to Domestic Preparedness and Homeland Security. As the research and training curriculum had already been developed and the model utilized many companies and experts as a “networked staff”, the datasets and tools that the GTAC staff had developed in the city management and agriculture seminars were easily adapted to this new focus. Much work had already been done through GTAC in preparation for conducting training in this field. For example, staff had met many times with personnel from the Anniston Center for Domestic Preparedness in an effort to have GIS training included in a national plan. Meetings with the former FEMA director, James Lee Witt and staff indicated that a GIS element with training was vitally needed for a complete Homeland Security plan for the country.
